No one can forget the horrific images of Rodney King being beaten by Los Angeles police officers. That one incident, caught on videotape, propelled a very real and unchecked problem -- police brutality -- into the national spotlight. There is perhaps nothing more frightening than the rogue cop, cloaked in the trust of the community and vested with the authority to carry and to use deadly weapons, who abuses that power and seriously injures or kills innocent victims.
